SINGAPORE: An employer took to social media asking others for advice because her foreign domestic helper wanted three months’ worth of salary to take with her when she went back on leave.
In an anonymous post to a Facebook group for domestic helpers, the employer wrote that she was “just asking for a little more context so I can make a decision on giving an advance to my helper before she goes on home leave”. She explained that her maid was going on leave for a month and that she paid for her helper’s return ticket. In addition, she also gave her maid 2 months’ salary to take with her. Despite this, the employer wrote that her maid “has requested for an additional 1 month advance salary, saying that she’d like to take her family on trips within the Philippines and her 2-month fund would not be enough. So that’s 3 months’ salary”.
“When I told her me paying for her ticket and her month’s leave would already save her a lot, she said all her friends have their return ticket and leave paid by their employers, it’s common practice. She hasn’t gone home in 4 years because of COVID and wants to plan a good time for her family. But she also said this was just a request and it’s okay if I refuse the additional 3rd month payout”, the woman wrote. She added that she was willing to give her domestic helper an advance for necessities but said that she did not want to encourage her to use money she did not yet have to splurge.
She asked other maids in the group if “if 60k–90k PHP is very little as she put it. I’m not familiar with expenses and the prices of things there. I’d also like to know if it’s common practice for employers to give return tickets and paid leave, because I really thought I was helping a lot more than others. I previously advanced her 9k SGD to renovate home, which she just finished paying off last month”.
Others in the group who commented on the post said that it was indeed a lot of money and urged the employer to consider carefully before making her decision. Here’s what they said:
Last month, an employer of a foreign domestic helper took to social media asking if she was obliged to give her helper an advance on her salary.
In an anonymous post to a Facebook group for domestic helpers, the woman wrote that her maid had been working for her for eight months. “Few days back she wanted to advance her 2.5k. When asked for the reason, the money will be used for the downpayment for her house”, she wrote. She explained that the maid asked for $500 to be deducted from her salary for the next five months to make up for the advance payment.
“Should we as employers be obliged to advance her pay? Also, we are afraid if we don’t she would do something funny with our young kids. Appreciate all of your feedback on this matter”, the woman wrote, asking others in the group for advice.
On the Manpower Ministry (MOM) website, under allowable salary deductions was the following: “For recovering advances, loans, overpaid salary or unearned employment benefits.

For loans, your employer can deduct your salary in instalments. Each instalment should not exceed 25% of your salary for the salary period.
For overpaid salary and unearned employment benefits, your employer can recover the full amount from you”

BANGKOK — The Civil Aviation Authority of Thailand (CAAT) on Sunday issued a set of new regulations for airlines, including checking whether all passengers have been fully vaccinated against Covid-19.
Airlines will be required to comply with these new rules as part of the government’s measures to prevent a new wave of Covid-19 infections.
The 7-point Notice to Airmen (Notam) will go into effect from 8 am on Monday to midnight January 31. The points are:
• Passengers above the age of 18 must show proof of being fully vaccinated against Covid-19 or a doctor’s certificate saying they recovered from Covid-19 no longer than 180 days. Those without vaccination must also provide a medical letter explaining why they were not vaccinated.
• Passengers heading to countries that prevent Covid-infected people from entering must have health insurance for Covid treatment throughout their stay in Thailand, plus seven days. Those visiting Thailand on official missions or are crew members of airlines can present certificates from their agencies or airlines.
• Passengers holding Thai passports are exempt from the vaccine and health insurance checks.
• Passengers taking transit flights are exempt from vaccination and health insurance checks but must comply with the rules of their destination country.
• Airlines can reject passengers who are unable to show the required documents before travelling to Thailand.
• Airlines are required to enforce universal preventive measures, including having passengers wear face masks throughout the flight, except while eating.
• Passengers with Covid-like symptoms must undergo a Covid test upon arrival.
CAAT has also released a list of 16 Covid vaccines that are accepted for entering Thailand as of January 6.
The accepted vaccines include one dose of Johnson & Johnson’s Janssen vaccine, two doses of AstraZeneca, two doses of Moderna, two doses of Pfizer or three doses of Anhui Zhifei Logcom.

Question: I plan to move in with my girlfriend to an apartment in Dubai. The building is what you would call a ‘family’ one, where bachelors are not allowed. Will we be allowed to live in such a building? More importantly, are real estate companies allowed to classify buildings in this manner?
Response: Pursuant to your queries, it is assumed that you and your girlfriend are unmarried and not in marital relationships with any other individuals. Therefore, the provisions of the Federal Decree Law No. 31 of 2021 on the Issuance of the Crimes and Penalties Law (the ‘UAE Penal Law’), and relevant local orders of the Dubai government may be applicable.
It is pertinent to note that cohabitation of unmarried couples is not a crime anymore in the UAE if there are no objections by their legal guardians. The offence of indecent assault in the UAE has been reintroduced with some modifications. Following this, a criminal action in respect of ‘indecent assault’ can be initiated only upon the submission of a complaint by the husband or legal guardian of the female involved in the relationship. Also, the offence, proceedings and penalties shall lapse if, at any time, the complainant (i.e., husband/guardian) retracts the complaint. This is in accordance with Article 409 of UAE Penal Law, which states: “Shall be punished with imprisonment for a period for not less than 6 months, anyone who committed with consent indecent assault with a female or sodomite with a male who has completed 18 years of age.
“A criminal case for the crime stipulated in the previous paragraph shall not be filed except on the basis of a complaint from the husband or legal guardian.
“In all cases, the husband or legal guardian may waive the complaint, and consequence of the same is lapse of the criminal case or the suspension of the execution of the penalty, as the case may.”
Therefore, if you are living with your girlfriend in the UAE, it may not be considered a crime, and there may be no imprisonment or penalties for cohabitation.
Further, it is at the discretion of the real estate company to rent apartments in a building to certain categories of individuals. In Dubai, the real estate company may frame rules and regulations of the building. However, these must be within the purview of the Real Estate Regulatory Agency of Dubai.
